No, probably not. You're just not used to a VW system, that's all. The outflow may feel the same as the inflow because it is - volume in is volume out. It's how it's pressurized around the cylinders that creates the cooling. If you're not running the cooling tins under the cylinders I'd consider it with your build. What worries me is your statement that cylinder 3 is running hot but yet you have decent airflow. Unless you have an old style fan shroud where the oil cooler is under the shroud rather than behind it (a "doghouse" shroud), there's no reason #3 should be running hot. If you do have the OE tin then yes, 3 will be hotter since it's getting the additional heat from the cooler. You can move the cooler out of the flow of air with an adapter plate and a doghouse shroud if need be.
