dmv headache??

hi ive been into dmv for 8 times. i was back and forth to 2 locations because over here in nevada it seems like they are not used to kit cars. i changed my gauges to a new one. so the previous seller put odometer reading "0" which it really reads zero. but the dmv does not accept the zero odometer because there program does not accept zero. so i still have to do an affidavit statmentf of facts that me and the seller agreed to put a mileage of example 2 miles. then we both need to notarized that.

then the second problem is.. since it was title in california by the previous owner as 2011 special construction car.. they need to know the MSRP and ive told them that i just bought the car for certain price and there is no way to figure out the actual MSRP of the car. according to them, the price on the titile is too low/cheap for a 2011 kit car. and ive told them that it was only title as 2011 because it was newly titled. i even showed them the previous title that it was a 1976 and 1991. they told me that if i couldnt come up on how they could determine the MSRP of the car, they will put $1,000,000 as the MSRP!

anyone encounter this? or could help me figure out for them how we could determine the MSRP of the car just for DMV purposes?

the previous owner does noe have the receipts on how much she spend for the car and they dont accept the price the we put in the title. so im planning to print all the for sale sterling in the web but for those things still doesnt make sense as basis for the MSRP.

Wow... talk about a backwards way to do things. And I thought PA was bad. Technically, there can't be a "MSRP" - Manufacturers Suggested Retail Price. It's a USED CAR for God's sake, not something brand new off the line. If they won't accept the sales slip from the previous owner, that's on them. You can refer them to Dave's site for a kit price, but then they're going to stick you for the taxes on a brand new kit - not a used car price. I have quite a few past sales printed out... I may be able to scan those and put them in a .pdf to prove that a used car is a used car...

rick, if yous till have those, that might help. i even printed out sterling on craiglist and bring a magazine on how much the sterling body was sold before. (she said it will help but that is just for the body, how about the other parts???) ive told them, the price that they will find in the internet is an agreed price between a seller and a buyer. same thing i have on back of my title. and i even explain to them that there is no way that we could determine the MSRP of the car. unless they will give me dave's prices for the new one. which i told them, it is not fair on my part. i even show them previous califronia title that it was 1976, 1991, then 2011. but the dmv supervisor told me that as long as they are concern it is year 2011 as what stated on the california title that i have. i even tried to explain to them that dmv changes the year they put on the title depending on what year you've title the car. i even shown them that it has the same vin # for the 1976, 1991, 2011 title. i even show then a vw vin decoder that it was a 1966 VW.

i asked them so how they are going to figure out the msrp of the car the next time i come back. they told me, they will figure it out once i come back!!!!! or i could make a research on my own but it is not a guarantee that they will accept it. if i couldn't find a way to help them figure the MSRP, then according to them they will put $1,000,000. then ive replied, i just hope i could sell my car on that price then i wont argue with them

so yah, if you could throw something that could help me just for a dmv purposes, that will help. i

Let me see what I can put together. Maybe an "official" looking letter from one of the webmasters of one of the premier sites for the car *laugh*

thanks rick. ive already emailed you the photos of the car to put on the registry. i aslo uploaded it in this forum at the owner's car showcase. it is CCC396 per the previous owner though i cant see the serial # anymore. but you could email me at b3rb3ts@yahoo.com.

Depending on the DMV you need to make sure you have a printed copy of the orginal sale of the car.
If its ebay then you have an official form of receipt that i have seen used when putting down a msrp.

Sure it helps to have all the receipts but its not hard to come up with all the receipts your self.

Here is how:

Find as many listings as possible with corresponding to parts or car. Average the listings and get the average going price.

If its a complete car you are going to have to average the prices of sales of complete sterling kit cars from around that time or year.

Print out the listings and cars that sold and your msrp calculations and set that side to take with you.

Then next you are going to have to provide documentation that it is indeed a kit car and where you can purchase a replacement.

They are only giving you a hard because they are instructed so they can get more taxes out of you.

If they continue to give you a hard time you can actually write a formal letter of protested value with all of you factual evidence included to get a response from your state to declare the value acceptable. If a formal response is received back from the state then they cannot give you a hard time and must accept the value.

Sometimes it may take that due to the people at your DMV may not care.

last saturday, i was able to transfer the title of the car under my name. the funny thing is.... it only took me 10 minutes. as previous post, they asked me to fill out an affidavit statement of facts and for the seller to sign it. then i brought the original form signed by the seller. BUT they told that the seller's signature should be notarized. then i came back again with the notarized form and the titling officer told me, that my signature is the one that they need to be notarized and not the seller. I told them what?????

then regarding the msrp, previously they asked me to research for the value of the car because if not, they will put is as $1,000,000 since it will be titled as 2011 and that is the default value showing in their system if the car is 2011. so, i brought all the receipts, the ebay/craiglist post, even rick gave me an appraisal. but the guy in the dmv (who is much nicer/knows what he is doing) told me i dont need that. ill just put $1800 since it is an old VW kit car.

and that's it. i guess it is just a matter of finding a right person who knows how to deal with this thing. unfortunately, it took me 8x to find one. but thanks to everyone that helps and give me suggestions. i hope my story will help some other members.

Well damn! At least it's done. Funny how just one person can solve all the issues. DMV's tend to be that way - one person knows what they're doing, the other 10 are just sucking air...

inspection regestration legal issues

wow that's alot of crap.... im from louisiana .. i just read on the dmv site that regestering a a kit car is similar to regestering a home made trailor.....take it to the state troppers office(who knows more about motor vehicles than them) they inspect and mark off anything that isn't right ... you fix or try to fix what's incorrect and have it inspected again ... if all things clear it give it a serial# and give you papers... you take the papers to the DMV and regester it and then insure it( not too sure about that part yet havent looked into it) and vaula your on the road ... but i know not all stated are the same but realy they should be none of use for any reason should have to jump through a thousand hoops and have to pay out the nose for something hand built .. oh there's also a few other way arouns it .. file for a lost title or salvage ... salvage if you intend to keep it and no it dosn't laways ne that something is total crap if it's salvaged .. i've seen some vehicles have just minor hail damage with a salvage title and some used car lots will buy them fix them up and file for a clean title ..... or if ya have a friend with a wrecker service and yard have him do it for you .... there's always more that one way to skin a cat
